The city has full authority to go into any store in the city and 'requisition' supplies. There are enough stores in town that they could get food and water for those people.
Is there anything left after all of the flooding and looting?

Oh, I'm sure Schwegman's Distribution center or some of the other big food chains have distribution centers nearby.
