Crime of all types went down in NYC in the days and weeks after 9.11. I was on the streets of NYC on 9/11 and each day afterward for weeks and I saw nothing even remotely resembling the NO situation.
And the official crimestats don't support your claim either.
Civil order in NYC was completely intact in less than 24 hours after 9/11.

My recollection was that serious crimes were down in the days following 9/11....but I could be wrong
