Agreed on your two points. A civilized country doesn't let people die like flies out of dehydration.
I watched Foxnews last night. There was video of people in Houston and NO demanding assistance. Demanding shelter, ice, water, etc.
Whatever happened to helping yourself? Particularly if you're able bodied enough to drive from N.O. to Houston....
It would be good, I think, to help those that need it - the infirm, the disabled, the injured, etc. I'd even go so far as to add in those that are trapped by flooding - it's not easy to get out when you're on a roof surrounded by 15' of water. Limiting assistance to these people in desperate need would simplify issues enormously.
However, if you're on dry land, with a full complement of limbs and faculties and the ability to use them...I've little sympathy if you can't figure out a way out. It's been days - I wonder if these people considered walking out? Get out to a shelter, or a church. IMHO, if you're able enough to stand in front of a camera railing about how much help you need - then you don't need much help.
We can take Iraq, but we can't defend a couple of buses? Absurd!

People along the Gulf Coast are a little jaded to hurricane evacuations. 9 times out of 10, you can simply ride out the storm. So, that played a part in it.
There are also plenty of people who simply cannot get out. The elderly, the sick, people who are too poor to own a car etc. Then you have the random people like tourists from other countries who are simply in the wrong place at the wrong time.
A lot of factors in why some people stayed.
Television adores Rudy, and I swear that's why he's the only Republican who'd stand a chance against the Witch Queen in the next election. Of course, rather than "adore," they worship Hillary. It'd be a close run thing.

Go look up how much of our Federal budget is spent on all of these things and get back to me. You'll be surprised how little it is.
And even if we did all the things you propose, it would have made no difference in this situation in NO.
Just wait until the e coli infections begin to pop up, or the typhoid or cholera. It's 97 in the shade there, and that water is filthy.
I'll bet the media keeps any contagions quiet to prevent a panic. Hopefully, most of the people will be evacuated by then.

Why do I suspect that all this delay in aid and military deployment has to do with jurisdictional pride and confusion? You know, "The sheriff said to ask the New Orleans police who said that the National Guard ought or ought not to refer it to FEMA and the Red Cross who had a heck of a time contacting local authorities with all the phone lines down..."

I am with you, it is pathetic. They should also have military MPs already there sorting people into groups of evacuee priority and marking them with paint, not to mention that MREs and water should be dropped off everytime a bus or chopper comes in to take a group out. I saw a clip that showed a man trying to help an elderly woman sit down with her husband who looked totally distraught. WTH is going on down there? I could cooridinate that better. Are there no outside staging areas with water and food. It isn't rocket science. Take in food and water, take out people.
Hmmm...me thinks I've heard it's "Bush's fault" only about 50 times in the last two days....stop being childish...please?
