Never has Yours Truly blamed Bush for the mess. That was Mother Nature's doing.
However, he's responsible for the Federal side of cleaning it up, and it's too early to tell whether the White House is up to the task. With his sinking polls, he has to shine, or we'll be looking at President Witch Queen in '08.
