I saw that yesterday. When they first noticed it, it was up against a big bridge down there. Then it floated or was towed to that sand bar.

Two different things. The one against the bridge was a Flotel- housing for 400 men on the rigs. It is towed and attached to a rig. It was in drydock and was picked up and pushed upstream by the surge.
The one on Dauphin Island was a rig that broke loose and floated 60 miles away.

That was the 'hotel' part of a rig that was blown up river during the storm, then later floated free and was captured by tugs. This rig is a different thing.
