That's not true. Our carrier after the tsunami hit took days to get to the scene. You don't handle an operation this large overnight.
We were probably there at the country's request. (our ships may have been in the area) The fool governor & mayor took their good ole time asking for help. There is a protocol they must follow in asking for federal assistance & they didn't act on it.
That's because in a foreign country, the military is not constrained by the US Constitution. It's a 14 page document, if you read it some time you'll find out about states rights.
