I've asked this question before and didn't get an answer.
Secretary Chertoff made it pretty clear yesterday during his Homeland Security briefing that, as the department in charge now of the Gulf coast crisis, they will act as a military to quell civil unrest IF the Governor of a state mandates it.
Otherwise, they are only able to help with rescue.
Has the Governor of LA asked for the military to help law enforcement personnel in a law enforcement capacity?
Exaclty! It's frustrating and I have no idea. I assume he HAS NOT asked or they would be there. This man is imcompetent and should be relieved of duty immediately and replaced by someone who knows what the hell they are doing. He's clearly in WAY over his head.
Do you HONESTLY think this governor is going to accept responsibility for having the Gaurd shooting blacks?
