I agree, there are people that wanted to leave who didn't get to.
But you can't force them, and I predict we're going to see that even now, some people are not going to want to leave the city.
The looters, of course, won't want to leave.
I heard on one news report that many in the SD don't want to be transferred to the AstroDome and are refusing to leave.
And look at all those people in those apartment buildings waving at the helicopters. I don't think it was a matter of couldn't leave, because if that was the case, they would have sought shelter in the SD, as a "shelter."
These were just many stubborn people who wouldn't leave.
I have heard quite a few people today say they should have left and not ridden out the storm. They didn't think it would be this bad.
A lot of the people in the SD are separated physically from their families. Many men stayed in their homes while sending their wives and children to the SD. I can understand their reluctance to leave for another city.
