the feds are not responsible for maintaining civil order. its the governor that has failed in this regard.
Spare me the Gorelick wall legalism. Of course the mayor and gov dropped the ball, but the President has authority to intervene in a nat'l emergency. He has already done so. But there are legitimate questions as to the speed and size of the fed response.
