President Bush: "We are dealing with one of the worst national disasters in our nation's history." Push has appropriated vast federal resources to assist with the aftermath of Hurricane Katrina.

78,000 people are currently in shelters. New Orleans evacuation continues. 10,000 additional National Guard troops have been called to service.

Hospitals are running low on supplies, and public health concerns include water borne disease, poor sanitation, food and drinking water contamination and shortages, mosquitoes, carbon monixide poisoning from electricity generators, lack of childcare, and the special needs of the elderly.

FEMA doesn't plan in advance what church hall or school gym will be a shelter, who will open it, who will man it, who will get the folks food, water and papmers. FEMA doesn't decide where local cops will ride out bad weather (how many flooded NO PD cars have you seen?), or who is responsible for turning off the natural gas supply so ruptured lines don't burn the town down.

FEMA's job is to support local authorities, to give them extra capacity and resources to enable the local authorities to carry out local plans. FEMA brings in extra resources, doctors, search and rescue teams, back up food, water, medical supplies, helicopters and boats.

The problem here is not so much that FEMA has failed to do its part, but that there was no coherent local plan for them to support. FEMA had helicopters on the spot to help save the levy, but the locals has no filled sand bags for them to drop.

I's sure FEMA could have done a lot better, but blaming them for this fiasco is like blaming the sheet rock guy and painters for a collapsed building. Perhaps they could have done more, but the bulk of the blame rests with the folks who designed and built the frame, and that is the local authorities.

I got power & phone service last night. I haven't been boiling water because I didn't know we were supposed to. I haven't gotten sick so far, so my water must be okay. I hope your family in Richland gets power soon. It's really hot down here.

But I would believe that the Federal Government is driven by the gas tax not the income tax.

If you REALLY wanted to protect your family you would have all of that stuff already - no matter where you live. And would have piled as much of it as you could into your vehicle and headed north on Saturday.

Blanco - asked by press what people can do to help because it seems like help is not getting to the people who need it.

Says access points are limited so a thousand boats showed up but only 30 could go into the water to rescue people.
