See...there's two things (at least) that every politco needs in order to be succesful.
The gotta have policy knowledge and they gotta be a good candidate.
McClintock may very well be the smartest man in California...but he's an uninteresting candidate. He's a boring speaker, he exudes very little charisma, and there's nothing in his back ground that makes him exciting.
In other words, he's not california enough... maybe he could win a Governorship or even a Senate campaign in any other state in America, but in California, where people want slicky shiny objects, he's a snore fest.
