CA: Schwarzenegger hints he eyes re-election

Gov. Arnold Schwarzenegger is beginning to sound like Candidate Schwarzenegger, hinting in interviews that he plans to run for re-election in 2006.

The Republican governor could announce his plans as soon as mid-September, around the state GOP convention and after the Legislature adjourns for the year. At the same time, he will be ramping up a campaign for three ballot initiatives set to go before voters in a Nov. 8 special election.

"I think he needs to do it for two good reasons," said Bill Whalen, a fellow at the Hoover Institution who worked for former Republican Gov. Pete Wilson. "It will invigorate the Republican base, which he sorely needs to do if he has any chance to win the special election. And it sends a positive message to the donor community that he's not going to cut and run."

Schwarzenegger has fooled political prognosticators before, and few can say for certain what his announcement will be.

Two years ago he surprised nearly everyone, including many of his own advisers, when he announced on the "Tonight Show with Jay Leno" that he would run to replace Gov. Gray Davis in the state's historic recall election.

Since taking office in late 2003, Schwarzenegger has been vague about whether he would seek a second term. But recently, amid sagging poll numbers and little public support for his reform initiatives, the governor has begun signaling he won't give up on the job anytime soon.

"I am not here for the short run. I am a follow-through guy," he told Sacramento radio host Tom Sullivan in a call-in program last week.

Later, he told a television reporter he might agree soon to an interview about his re-election plans.

"I don't walk away from things that I think are unfinished," Schwarzenegger told KCRA-TV in Sacramento.

The hints of an impending announcement come as the Hollywood star and former body building champion struggles to burnish his image after months of criticism from labor unions and Democratic activists. Since launching his "year of reform" in January, he has been dogged by protesters, denounced in television spots and criticized for his fundraising practices.

His decision to skip next week's opening of the University of California, Merced, the first new UC campus in 40 years, has only added to the perception that the governor is under siege.

Still, GOP strategists said they have been urging Schwarzenegger for months to announce his re-election plans — in part for the sake of the ballot initiatives.

Without an assurance that the governor wants to remain in office, state Republican officials said they fear he will have a hard time generating support for implementing a state spending cap, changing the way legislative districts are drawn and making teachers work longer to get off probation.

Democrats contended the initiatives are little more than a Republican power grab.

"This special election is about Arnold Schwarzenegger's agenda, and it's the platform for his re-election," said state Treasurer Phil Angelides, a Democrat planning to run for governor next year.

Since the CRCC prevented voters from getting rid of Schwarzenegger at the primary level, of course, Yes. It simply makes no sense for conservatives to vote for a liberal. None.

A quick review of California's deteriorating financial circumstances, which Schwarzenegger has promoted/created since taking office, emphasizes the point. California today has a lager "structural budget imbalance", is deeper in debt and has higher taxes than either existed in the Davis administration or was proposed by Davis.

Those who suggest that a wounded Davis would have been a better financial steward than the Austrian are making a sober political observation which is a rebutable presumption. Davis' solution to the precipitating court judgment was short term borrowing offset by rescinding Wilson's General Fund subsidy of the in-lieu-of motor vehicle tax. Had California taken that tact it would have already paid off the debt and the subsidy could have been reinstated.

Schwarzenegger has yet to announce his re-election plans, but that didn't stop the California Republican Party from adopting a rules change enabling the organization to endorse a candidate before the emergence of a victor in the party's June primary election.

By endorsing the governor now, the party can immediately begin raising money to aid his re-election, rather than wait until just five months before the November 2006 contest to promote his bid.

SACRAMENTO - To jump-start spending for Arnold Schwarzenegger's 2006 re-election campaign, California Republican Party leaders will seek to endorse the governor this weekend even before he officially declares himself a candidate.

The move prompted a prominent GOP activist to resign from the party's rules committee in protest Friday, calling it an ill-advised proposal that will hurt the governor's credibility with voters and discourage primary competition.

The party should first let Republican voters in the June 2006 primary cast their ballots, said Dora Kingsley, a veteran member of the state party.

"It doesn't meet the smell-test," she said. "It puts the governor in an untenable position."

The plan calls for delegates meeting here this weekend for the GOP statewide convention to vote Sunday on a one-time suspension of a rule that bars pre-primary endorsements. An endorsement vote for Schwarzenegger would follow.

If successful, the move would free the party, under its own rules, to spend money on Schwarzenegger before the primary. It would put the GOP on even footing with Democrats, who do not prohibit pre-primary spending, said Republican Party Chairman Duf Sundheim.

In the afterglow of Schwarzenegger's victory in the unprecedented 2003 recall election, Sundheim -- once bitterly attacked as a "moderate" by some conservative Republicans -- was re-elected party chair by acclamation Sunday.

"Do you think his goal is really to build up the Republican Party or to beat Democrats?'' Sundheim said of Schwarzenegger. "That's the whole thing: If these guys (Democrats) would come on board, he would embrace them in a heartbeat."

But party insiders also acknowledge the sunny state of the California GOP rides on developments that may be out of its control.

That's "the question for 2006," Whelan said: When will the governor announce whether he will run for re-election?

"Whether or not he runs ... will that make the difference" to the future of the party? Sundheim said, "Yes."

So eager are Republicans to see their hero reprise his role that the convention delegates suspended the party rules Sunday and voted overwhelmingly to endorse Schwarzenegger's re-election, even though he hasn't said he will run for a new term.

SACRAMENTO, Calif. -- Although Gov. Arnold Schwarzenegger has not revealed whether he will seek re-election, the California Republican Party on Sunday changed a party rule and endorsed him 16 months before the 2006 gubernatorial primary.

Delegates at the state GOP convention decided to make an exception to the party's policy of not endorsing candidates before the primary elections so Republicans can pay some early expenses - such as bulk mailing and voter registration- should Schwarzenegger decide to run again.

"The Democratic Party is already raising money to field candidates for this office," said Karen Hanretty, a party spokeswoman. "To remain competitive, the party had to make this necessary, one-time rule change."

A voice vote on the endorsement was "overwhelmingly supportive of the governor," Hanretty said.

The proposal caused longtime GOP activist Dora Kingsley to resign her seat on the party rules committee on Friday. Kingsley, who did not attend Sunday's convention, said she thought making an exception for Schwarzenegger could result in the loss of voter confidence by discouraging challengers.

Quit your damn head tripping over the Recall already. Maybe Davi$ would have vetoed a helluva lot more stuff than Arnold, we know Tom would have.

Rather than having another peeing contest everytime Tom's name comes up as having been a viable Recall candidate for Gub and not some unknown or rookie politico., I'll hold my fire.

Besides, what happened speaks for itself. The CA GOP leader ship rolled.. again, and took the path of least resistance, only to get singed in the end.

FReepers here did not want to see a system left in the hands of the c"rats anymore than anyone else.

Aw C'mon - I'm sure you remember ( and can search for ) all of those posts during the recall that said we would be better off electing Bustamente since then the State would REALLY go down hill and we could blame them even more.
It appears that Tom himself, who knew he had no chance of winning, and knew his running would only take votes from Arnold, didn't care much if he siphoned off enough to let Bustamente win...

I have never in any way shape or form supported Cruz as Gub so take it up with those you think did, but if that is what would have happened, tough. Then the stupidity of voters as a whole would have given us just desserts.

From Tom's website - "He has proposed hundreds of specific reforms to streamline state government and reduce state spending."
... but I can't seem to find the listing of which of those hundreds of proposals he was actaully able to get in place...
