there are many good Cajun people with boats who I cannot believe will stand by and do nothing while they watch the innaction on television.

I read this AM that Houma was asking for volunteers with small boats.....

Knowing the folks of Houma, I'm sure many were already on their way.....with boats

On ramp to I-10 west dumps into Super Dome parking lot. Big trucks (or maybe even walking) would put the people on I-10/US90 west to be picked up by buses.

I think you hit the nail on the head. The slabs separated from the piers underneath at those points where there was no "fixed" support -- just a "bearing" support for expansion joints.
