Can we use this in a court of law? This is a confession!

The word "cut" is ambiguous. Does it mean a cut in absolute dollars, or flat spending or increased spending, that nevertheless "cuts" services? The political game of capturing the flag on this one, is quite entertaining. California has to spend more money, because the low income numbers dependent on services are growing so dramatically. That train cannot really be stopped, and it is naive to think it can. The whole system is slowly degrading under the stress. California used to have close the best school system in the nation, now it is one of the worst. South Carolinians used to say thank God for Mississippi (SC was 49th, Miss 50th). It will soon be apropos for California to take off where SC left off.

"No, no. We never want to cut anything..." That would either be Mr. Bobbit, or the Governor who maybe instead prefers to reduce the rate of growth over direct cults. If you maintain spending at current levels and don't make increases, you get things back under control without major slashing in the budget. Even that takes some backbone to see through.
