JMHO, and it will piss a lot of people off, but I think it may be time for a serious discussion at the state and nat'l level about the wisdom of rebuiding New Orleans, at least to its former size. Either require them to institute a tax to fund a Cat 5 sufficient levy (very expensive) before any fed funds are used for rebuilding, or shrink the protected area to just enough for the housing and support businesses needed to run the existng industrial facilities(port, refineries.) Otherwise we could end up doing this again next year, or even twice next year.
