That makes sense. You'd think there'd be some minor street flooding just from the rain where the pumps aren't working or storm drains are clogged.
I-10 is only way in and out of the city . . . "Twin Spans" is totally destroyed, gone . . . almost "incomprehensible" . . . FEMA guy says "Worst ever seen" . . . no street lights, totally dark . . . looting a problem, but most of our resources are in "rescue mode" . . . drug addicts gone 2-3 days without and going into drug stores for "substitutes" . . .
