Loooking at the map, One would have had to find the few islands of high ground in the area. You have to get more than 60 miles before you are away from water of some sort.

I heard last night that evacuation traffic was at a dead stop at a point which should have been a 22 minute drive from the city. Can't verify the truth of the. But I've concluded that the best was to evacuate is by motorcycle, ORV or even a bicycle. Don't depend on the roads.
