As far as I can tell it is. Get ready for the new spin, though -- now the apologists for the 9/11 O-mission will claim that Weldon and/or Hadley failed to make the chart available, and that without such documentation they couldn't take Col. Shaffer and Capt. Philpott seriously. Then they'll blame the Pentagon for not providing documentation, too. That won't explain why they didn't bother to pursue the leads on Able Danger, but they may be successful in "changing the subject."
