Would this mean that there is oil pumping into the water where the oil rig used to be? Just wondering?

Would this mean that there is oil pumping into the water where the oil rig used to be? Just wondering? No. Oil rigs shutin at the sea floor. The oil rig might be ripped away, but it should not be spilling oil.
However, interrupting oil production (if enough production is affected) can affect prices.

We don't have enough info to know the answer, but my guess is this is a rig that was moored along the water way and broke its moorings not an operational rig. They normally moor these rigs when not in use along water ways. If it's a working platform then that is something else. Most platforms have been shut in thus the wells have been turned off a few days ago and the workers evacuated...
Just guesses at this stage.

Any residual gunk still in the rig, maybe. Unknown if this was an active rig or one simply parked awaiting use.
