I think that's correct. The pumps can handle 2 inches per hour is what I heard earlier. Unfortunately most of the water is pumped into Lake Pontchartrain, so they don't help if the lake is overflowing.
Pumps went out a couple of hours ago. A reporter I heard said they would not be able to be turned back on until the water is gone which could be quite a while... Don't know if you knew this or not - apologies if I am posting repetitive news. (o:
