I think one reason is the smoke detectors in the roof
which activate powerful exhaust fans, probably not a good
thing during a hurricane.

no smoking in the Super Dome. these people gonna get testy real fast. But I"m counting. Chris Matthews has mentioned he was in the Super dome to watch President Bush's father accept the nomination FIVE (&*(&(& TIMES!! He's compared what he sees at the Super Dome as like "Noah's Ark", and yikes!! He just called this a disaster of "Biblical proportions". I don't want to hear anyone else mock Geraldo Rivera use trite, over-used expressions.
