If that was the Governor, I'm pretty underwhelmed that she wasn't able light a fire under the Mayor's arse and get him to order a mandatory evacuation much sooner than he did.

Actually were it not for human-built structures the Mississippi would ALREADY be going down the Atchafalaya;
Over time the Mississippi naturally switches around its exit in the delta,We've been artificially preventing it from switching from New Orleans to the Atchafalaya.

Good question. In LA during the Rodney King riots, the National Guard was deployed without ammunition. They couldn't find the key to the ammo or something.
