Let's call them "Hope Centers" or "New Freedom Job Training Centers" and organize the "prospective citizens" into work crews that go out and earn the food and shelter for a specified amount of time until they qualify for citizenship.

Use the bases as prisons and do as they do in Central America. If there's no family to provide provisions, the inmates starve to death and have no access to medical care, clothing, dental care. And NO televisions or work-out rooms.
The illegals wouldn't have to stay for long periods of time. Just long enough to have a file created on them. Get eye prints and ear prints as well as DNA and finger prints.
Maybe a week at most in the "detention center" and then they're bussed back to the border or flown to their Country and -- well, allowed to parachute or jump without a parachute, depending on whether their family comes up with the money for the parachute -- back "home."

Praise God and welcome back!
It's certainly worth considering if we're unable to directly and immediately send them home. Ellis Island also served as a quarantine area, and the tuberculosis and leprosy that some are bringing with them certainly needs to be contained.

Offer them a choice - be returned immediately and barred (along with any descendants) permanently, or come to a work camp in America. Products they make are sold to pay their support, and after 10 years they are eligible for citizenship... The better choice would be
1) Return immeidatly with a chance to come back legally
2) Go to deteniton till your hearing, and if deported, it will come with a suspended sentence of 20 years hard labor if we catch you again, and your pre-trial detention guarenteed to be at least 9 month.
Remember, the idea is to get them out of the country, not make more mouths to feed at tax payer expense.

how about a reality show, Mexican Idol. They're put on a plane to Mexico City. During the flight they all tell their stories and plead for why they should not be deported. The ones with the best stories get to return and try again with the next flight. At the end of the season, the best story gets to stay here.
