MILITARY 'SPIED' ON RICE (More Able Danger leaks from Specter staffers)

Cyber-sleuths working for a Pentagon intelligence unit that reportedly identified some of the 9/11 hijackers before the attack were fired by military officials, after they mistakenly pinpointed Secretary of State Condoleezza Rice and other prominent Americans as potential security risks, The Post has learned.

The private contractors working for the counter-terrorism unit Able Danger lost their jobs in May 2000. The firings following a series of analyses that Pentagon lawyers feared were dangerously close to violating laws banning the military from spying on Americans, sources said.

The Pentagon canceled its contract with the private firm shortly after the analysts — who were working on identifying al Qaeda operatives — produced a particularly controversial chart on proliferation of sensitive technology to China, the sources said.

Sources said the private contractors, using sophisticated computer software that sifts through massive amounts of raw data to establish patterns, came up with a chart of Chinese strategic and business connections in the U.S.

The China chart was put together by James Smith, who confirmed yesterday that his contract with the military was canceled and he was fired from his company because the military brass became concerned about the focus on U.S. citizens.

The private defense contractor was interviewed on Fox News this morning. He specifically said he WOULD NOT talk about all the names on the chart.

Seems to me he's afraid of something...or someone(s).

It looks to me like Condi and others were turned up in the first, broad computer run and this was used as a pretext for shutting the operation down because those who shut it down were concerned about the illicit contacts between the Clinton administration and the Chinese that were probably in the pile.

In early 2000, GWB hadn't even been elected yet. Condi wasn't even at the State department (in any capacity) until almost a year later. AFAIK, she had no position with the clinton admistration whatsoever.

It does not give me confidence that the hearings are going to Specter's committee. I would rather, on the basis that it was a DOD project, that the hearings go to a military/defense committee, and yet preferrably not military intelligence, where I believe sits J F......ng Kerry.

Under sections 1412(a) and 1415(a) of the Act, the Secretary of Defense is responsible for implementing the Emergency Response Assistance Program, commonly known as the "Domestic Preparedness Program," to provide civilian personnel of Federal, State, and local agencies with training and expert advice regarding emergency responses to a use or threatened use of a weapon of mass destruction or related materials, and for testing and improving the responses of such agencies to emergencies involving chemical or biological weapons and related materials.

Under the authority vested in me by the Constitution and the laws of the United States, including sections 1412(a)(2) and 1415(d)(1) of the Act, I designate the Attorney General to replace the Secretary of Defense as the lead Federal official with responsibility for carrying out these programs.

These designations are effective October 1, 2000, and constitute designations pursuant to sections 1412(a)(2) and 1415(d)(1) of the Act.

The Attorney General is authorized and directed to publish this memorandum in the Federal Register.

I am sure, in as much as the project used predominately public sources of information, that there were many phases of the "charts" produced from the data, to allow humans to weed out false positives. Like finding a college/think tank person specializing in foreign policy, including technology transfers, (like Rice) when you build a database on names with searches for ANYTHING that includes "China" + "technology" + something + somthing else.

This is a smokescreen designed to distract from the real "finds" with Able/Danger.

As a famous radio talk show personality said yesterday, regardless of party, when the nations' political class as a whole is really threatened, they circle the wagons.

Gee, I wonder what other "commissions" and "investigations" Specter has served on in the past. Hmmmmmmmm

My "guess" would be that, like just about everybody exposed to potentially alarming data; especially national security data during the Clinton administration, extensive data back-ups were made by the A/D folks; illegal though it might have been. A/D wasn't staffed by dummies. They "mined" over 12 tera-bytes of data and those conclusions are on file, somewhere...

I'm late on whose on first here. Who appointed the 9/11 commission and why. It seems to me that the 9/11 commission was someone’s ingenious action to appear to get to the answers, but in reality to cover with cement the truth. Was Bush in on this or was he flimflammed?
