I would think that most people who spend 20 years in the USMC would have advanced to at least E-6 in all that time.

With the "up, or out" policies follwed by all the armed forces at present, he would have had to be an E-7 or higher to "make 20". I don't think this guy was in the USMC for 20 years, more like about 3-4, and it shows...
