Clinton's Plans for Invading Iraq
The 2003 invasion of Iraq was not a spontaneous thing, at least not when it came to planning for it. Throughout the 1990s, the U.S. Department of Defense studied their options about how to deal with Iraq. President Bill Clinton ordered up these plans, as well as a series of bombing attacks, in December, 1998 (Operation Desert Fox). This was done to try and force Iraq to abide by the agreement it had signed at the end of the 1991 war. Clinton pointed out, at the time, that Iraq was still a threat to its neighbors, and the world, because UN inspectors were blocked from many sites suspected of supporting the development of nuclear, chemical and biological weapons. Two years earlier, two of Saddams senior generals (and both sons-in-law of his) had defected, and revealed continuing research on weapons of mass destruction. However, nothing much happened after 1998, until 2003.
Clinton, noting the failure of the 1998 air attacks, ordered up plans for more vigorous operations against Saddam. These, however, were never acted on because Kosovo emerged as a critical situation in 1999 (because the Serbs were driving out the entire Albanian population of over a million people). Our NATO allies were unable to deal with this themselves, the UN refused to condone a military intervention, and the Europeans leaned on Clinton to send in American troops to take care of the situation.
The post Desert Fox plans are classified. However, it is known that American Special Forces frequently operated in Kuwait, that the CIA had developed some agents inside Iraq, and the Department of Defense had created the capability to quickly get several divisions of ground troops, and hundreds of warplanes, to the region, on short notice. It was this capability that made it possible to put together the 2003 invasion force on such short notice.
Typically, these plans stay classified for a long time. If you reveal the details of those plans, you tell potential enemies a lot about your military capabilities. You also scare the hell out of friends, and enemies, in the vicinity. Thus the secrecy. The purpose of these war plans is to prepare, not give aid to potential enemies, or make allies nervous.
The fact is, every year plans are outlined for invasions of enemy (and probably even friendly) nations. They are updated often, and sometimes with greater detail when a nation is becoming particularly bothersome.
Coulda, shoulda, woulda...that's Clinton's legacy.

If Slick wasn't such a slacker, he could have cleaned up after Gulf War I and liberated Iraq himself.
But I guess he was busy with other things.
I'll bet if we dug deep at the Pentagon we could find an invasion plan for the moon with two sub plans. The first if the moon was held by Russia and the second if it was held by China.
A stupid country makes no plans.
Prior plans are just a framework to wrap a needed plan around.

We know what the Clinton plan was:
1) Send out all you surrogates (Carville, Lanny Davis, Begala, etc.) to castigate Ken Starr as a religious fanatic at every MSM talk show in order to inflame public opposition to the impeachment.
2) On the day of the House impeachment vote, commence aerial bombing of Baghdad. Make a speech about how critical it is to stop Saddam from building WMDs.
3) Get all DIck Gephardt and the House Democrats to whine that we can't hold an impeachment vote while our troops are "in harm's way," and to talk about how critical it is that we show unified support for our Commander in Chief while he is defending us from Saddam's WMD capabilities.
4) Try to get such a groundswell of opposition to holding the impeachment vote while our troops are "in harm's way" that the vote gets postponed until the next House term, when there will be more Democrats voting.
5) When it proves obvious that the House will only delay the proceedings for one day, thereby still allowing the vote in the current session, immediately stop the bombing, and then send WIlliam Cohen to talk about how we have set back Saddam's WMD program by at least a year.
Clinton had put Iraq on TRIPPLE SECRET PROBATION!!!!!
The only time Slick Willy ever thought seriously about invading Iraq was probably when Monica was servicing him, it helped to ummm...
Somewhere down in the Basement, the Pentagon has plans to invade Iowa, and an alternate plan where Iowa takes over the World. They have plans for everything.
DoD has CONPLANS for just about any situation imaginable, regardless of who is in the White House. This article makes a lame attempt to give Bubba some kind of after the fact credit for doing something about Saddam, when, in fact he did next to nothing. In fact, the DESERT FOX operation cemented Saddam's stranglehold and most assuredly gave him confidence to continue aiding and supporting Al Qaeda and developing WMD programs.
Nope; because it was a sure thing (and because he thought the muzies would want to thank him).
Hey now easy on Iowa, my home of record. They are a strong and independant group. They may decide one day to invade America from the inside.
If they do that plan will be needed, and needed quick.
Well, at least the rest of it seems correct.
I bet the Pentagon has plans to deal with the invasion of Washington by white trash codenamed "Bill & Hillary."
The first phase is hide the interns.
