Anyone know whether the tobacco companies can sue the states for misuse of the settlement payments? Or taxpayers since the lawsuit was on their behalf?

No they can not. The agreement specifically FORBIDS the companies from having any say in how the money is spent.

Figured as much. What a scam. I think any states involved in abusing and misusing the settlement dollars and have an initiative process might be places where The People can put a stop to this wanton abuse. The "leaders" need to be held accountable for doing a hand-jive bait-and-switch.

The company's didn't care, of course, and probably *couldn't* have a veto on how money was used but the voters damn well ought to be able to be heard!
