We perceive that there is no excuse. The Palestinians will invent one. In fact, they have one ready to go as soon as the Gaza is theirs. They remind me of nothing so much as spoiled brat toddlers given to temper tantrum. The more the parents coddle, wheedle and accomodate them, the worse their tatrums get.
My only hope is that the Palis find that the Israelis have razed the area, leaving nothing standing. Once they occupy the Gaza, the next terror attack should bring death raining down on the whole area, and this should be made clear in advance as part of the bargain.
