No that harness is not abuse.
The alternative is to make your child hold your hand while out in public.
You walk around for an hour with your hand up in the air. Now that is abuse.

My Dad did that to my older brother because he was always wandering away in the food store. All the "do-gooders" thought it was cruel... Until a few months later, when a kid was run over in the parking lot.
