Carter is the son of Annette and Jeff Carter, Jimmy Carter's youngest son.
I don't recall ever hearing of Jeff Carter. The only child of his I recall is Amy.
Well, Jimmuh DID admit to lusting in his heart...maybe there was more to than he admitted to?

Amy was the kid the Carters still had living at home when they were in the white house. She was a late in life kid. All his others, all boys were married and on their own.
