Evolutionary theory is silent on the topic. ID says there was a designer. It is fair to ask whether the designer designed the final product, i.e. life on earth or whether the designer designed the tool that created life on earth. I assume that, as a scientific theory, as it is purported to be, research has addressed this fundamental question. How is the research going?
