ALL--the other day I was discussing the closing of my PayPal account and what they wanted from me in order to do this. I wrote them again to ask them how I can close my account and I wanted to share this with everyone to show you what you have to do in order to close an account with PayPal. Something I will not do and think is totally unreasonable.
What I ended up doing is canceling that credit card.
Here is their response to requesting the closing of my account that has been locked do to lack of use (I also was notified by them last year that some accounts were hacked but my information was safe--which prompted me to ask them to cancel my acocunt. they wouldn't).

Thank you for taking the time to contact us with your concerns. I am happy to assist you further.
The reason your account is locked and not available for use is because your account was left limited for over 90 days and as a result we lock accounts like this. If you want us to unlock the account and allow you to close this account, you need to send us some information.
Please fax us the information below so we may review your account further:
1. Copy of your monthly statement for the credit card ending in 5462.
The statement must show your name, address and account number exactly as they appear in your PayPal account
2. Copy of a current utility bill in your name for the address listed
3. Copy of your driver's license/passport
4. Change your password and security questions from your home location
You must use the cover page provided by PayPal. The cover page contains information specific to you and this access limitation, and using it ensures that your documents are routed and handled in a timely manner.

Since my account was 'hacked' THEY temporarily locked it---and since I did nothing about for 90 days it is permanently locked. I can't get into it.
Shhhh! Don't give away the PIN! Not even to a dying man! That's secret!
That was the question. My mom does not even use the Internet and shes a shredder (literally shreds any paper with sensitive data).
I'm assuming it was the result of a fraudulent use of PayPal, I'm not suggesting that they blatantly tried to rip her off. My problem is that not only did they never explained how it happened they put the pressure of proving them wrong on her, rather than the other way around. Seize first ask questions later.
