From what I can see here, someone goes in and claims to be a religious leader, the board doesn't buy it, so doesn't call her, and gets sued, right? Only in America...

I agree with that. I'll add that it would be a whole lot easier if the government just stuck to law-making and law-enforcing, and that's it.
