Possible, but lets see what the reason is first. I'm willing to give Byrnes the benefit of the doubt. Then again I've met him and knew his kid so I'm biased ;)

He could be retired at his "permanent" rank. Just because he wears 4-stars, does not mean he is a 4-star general. His "permanent" rank could be one or two stars. He could be dropped back to that. Like Custer was. He was made a general, but after the Civil War, dropped back in rank.
