"The proposed National Mormon Pioneer Heritage Area Act would appoint an arts, tourism, and preservation organization, the Utah Heritage Highway 89 Alliance, as the "managing entity" of the area. Their plan for managing the area's natural and cultural resources would be subject to the approval of the U.S. Secretary of the Interior.

The Alliance would receive $10 million in matching federal money for tourism promotion, "heritage" businesses, and preservation. Critics are concerned that the bill gives unilateral federal authority to a private group for managing public funds and resources. They are also concerned about federal control of economic policy and possible property rights infringements".

Clauses in the bill prevent the Alliance from legislating on property rights or purchasing property, but property rights advocates claim that federal and matching money, government or non-government, will come with strings attached to zoning and land use regulation. Heritage area proponents boost the legislation as economic development, but critics point to negative social and economic impacts of government-sponsored tourism programs in other parts of the West".

One of the quickest ways to 'connect the dots' is to visit http://www.Google.com and search the official government websites. There's no need to look for 'conspiracy theories' when a look directly into the horse's mouth will tell the true story.
Unless you believe that that the Trojan horse at the gates is nothing more than a large kid's toy.

Then take a look at the abundance of grassroots organizations that are trying to stop these infringements from OCTA and others. They get their hearings alright, but their voices are ignored. They also have more citizens voicing objection than the stinking organizations that wish to steal others property for their own purposes.
That so called " pubic input" you refer to by citizens is a bald faced lie. The only input is from special interest groups such as OCTA. They go on to posted private property with out the land owners permission. The land owner is kept in the dark if at all possible. Why do you think that is?

All the feel good rhetoric doesn't white wash the history of the NPS and their "foot soldiers".

One other thing, there is a segment of people in this country who are in top positions of power that worship the dead instead of honoring the living. I'll leave it to you to guess who they are. Sound intriguing? I hope so.

Please you are getting hysterical.

Since I sit on the Board of Directors of a proposed National Heritage Area, I think I know far better than you what they can and cannot legally do.

We absolutely cannot use our Federal operating funds to purchase real property (land). It is against the law for us to do so. We can recieve up to $10,000,000 in Federal money ($1,000,000 per year for 10 years) but it is not guaranteed that we get that amount and we are only allowed to use that money for explicit purposes (which again do not include buying land). We can use the money to develop a management plan for the area (which is a fancy way of determing how to best tell the story and get the public interested in the story), interpretation, basic staff salaries (no board members receive any compensation), signage, brochures and publishing, tourism and business outreach, education programs for schools, grants to historic sites etc. etc. We are also responsible for raising additional funds for the Heritage Area.

Yes we are a private not for profit managing entity. None of us work for the National Park Service and we cannot do so. The Board is made up of various persons who are interested in the project including BUSINESS PEOPLE and PRIVATE LANDOWNERS. We all work for free and give up large amounts of our valuable time because we believe in what we do.

I have to crack up at people like you. You pull some stuff off of a whackjob website that is total hysterical BS and you start screaming like chicken little. You and I can agree or disagree about the propriety and value of National Heritage Areas but arguing that they are a UN plot to take over the world is laughable.

My propsed Heritage Area was the brainchild of a Republican Congressman and one of the Nation's oldest patriotic organizations. It is hardly a liberal endeavor although we do have liberals who also support what we are trying to do and some who don't.

P.S. - I am not some liberal plant or a newbie to this site, nor do I work for Greenpeace or Kofi Annan. I am a guy who believes in what our National Heritage Area is trying to do and I believe that we are going about it in a manner that is friendly to private property rights, good for private business and public/private preservation efforts.
