There are levels of offenses and their charges are listed on the registries. I used to work as a case manager with several pedophiles and housing was a pain. However, every last one of those perps reoffended despite all of the state money thrown at them for rehabilitation. Trust me when I say, I do NOT want any living near young children. I know how they think and they are manipulative and cunning.
You can tell the difference between the 18 year olds who fooled around with a younger girl and the 30 plus offenders. This particular perp raped a nine year old and a 14 year old.
Some states have levels. Michigan does not. A 4th degree, which includes unwanted touching, is classified the same as 1st degree sex offense. Mi needs to make some changes. It doesn't differentiate the pedaphiles from Senior/Freshmen problems.
