Addendum: Unless, of course, you're talking about a nuclear weapon, which tends to be a one shot device and not great for the friendly troops who happen to be in the area.

many of continuous wave generators are to big for airborne applications. But some wide band sources seem to be suitable.
Look on this side:
http://www.diehl-bgt-defence.de/index.php?id=571&L=1 they offer HPM devices from suitcase size up to car implemented systems.
