ICE LAUNCHES WEB-BASED SEVIS TRAINING FOR SCHOOL OFFICIALS AS NEW SCHOOL YEAR BEGINS
WASHINGTON, D.C. With thousands of foreign students returning to the United States this month for the beginning of the new school year, the Department of Homeland Security U.S. Immigration and Customs Enforcement (ICE) today announced the launch of a new Internet-based training program to help school officials more effectively use the Student and Exchange Visitor Information System (SEVIS).
SEVIS is a web-based system for maintaining information on international students and exchange visitors in the United States. Administered by the Student and Exchange Visitor Program (SEVP), a division of ICE, SEVIS was created to facilitate foreign student and exchange visitor participation in Americas outstanding academic and cultural exchange programs, while balancing the homeland security needs of the nation.
The new web-based training course, entitled: SEVIS Training for School Officials, is designed to provide instruction to Designated School Officials (DSOs) and Principal Designated School Officials (PDSOs) on how to use SEVIS software. The course is available online, 24 hours a day for anytime/anywhere learning.
Previously, school officials had to rely on a user manual, with limited scope for SEVIS training. This new web-based training course provides information on the regulations associated with the data requirements in SEVIS and describes the roles and responsibilities of students and DSOs. The training is also designed to assist new DSOs who may need additional guidance on completing tasks required to update and maintain student information in SEVIS. In addition, this course will serve as a reference tool for seasoned DSOs to refresh their skills.
The web-based training is an effective mechanism for training the roughly 18,000 school officials dispersed across the United States and for providing a consistent interpretation of regulatory requirements. It is designed to be self-paced and can be completed at varying intervals and times.
Upon completion of each lesson in the module, the web-based training tool will inform the user when he/she has completed a lesson. This will allow the trainee to identify his/her place in the course if they are unable to complete it during one sitting. Web-based training modules will be linked to both regulations and frequently asked questions. A link to the course can be found on the SEVP website at www.ice.gov/sevis.
ICE views this web-based training as an iterative process. ICE plans to continuously update the modules with new information and enhance its user-friendliness over time. ANP DETAIN 5 ENEMY IN EASTERN AFGHANISTAN
BAGRAM AIRFIELD, Afghanistan Afghan National Police detained five enemy in the Omna district of Paktika province during a door-to-door search Aug. 22.
Backed up by Coalition forces and acting on intelligence theyd received about a cell that built improvised explosive devices, ANP forces established a cordon and found the enemy.
The ANP reported detaining two IED cell leaders and three crew members. The men had AK-47s, Taliban propaganda, and IED-making material to include wires, batteries, blasting caps and explosives.
The highlight of this operation was that the ANP truly took ownership in conducting a thorough search and apprehending these individuals, said Capt. Josh SeGraves, Commander Headquarters Company, 1st Battalion, 508th Infantry Regiment. The ANP took responsibility of their country by actively searching for and delaying these men and in turn did their part in serving and protecting their fellow Afghan citizens.
The detained men are currently in custody of the ANP.
Afghan forces have once again proved their commitment and allegiance to their fellow Afghans by weeding out these terrorists who are plaguing the well-being and future progress of Afghanistan , said Brig. Gen. James G. Champion, Combined Joint Task Force-76 deputy commanding general (operations).

FOREIGN TERRORIST FACILITATOR KILLED IN MOSUL GUN BATTLE
BAGHDAD, Iraq Coalition forces killed Abu Khallad, a major facilitator of foreign fighters and suicide bombers into northern Iraq, during operations in Mosul on Aug. 25. Multiple intelligence sources and tips from concerned citizens led multi-national forces to a location in Mosul where known foreign fighter facilitator Khallad, a Saudi national, was located. Upon arrival at that location, multi-national forces stopped his vehicle, a gunfight immediately ensued, and Khallad and an unidentified terrorist were shot and killed.
Recent detainees have alleged that Khallad had contacted recruiters in Saudi Arabia to coordinate the movement of foreign fighters and suicide bombers into Northern Iraq. Once in Mosul, he allegedly directed the distribution of the foreign fighters and suicide bombers to the various terrorist cells operating in Mosul.
He was also allegedly active in support of the foreign fighters smuggled into the Mosul area. According to detainee reports, Khallad supplied them with money, weapons and bomb-making materials. Detainees further stated these resources were from donations from the same Saudi contacts who recruited and sent the foreign fighters to Mosul.

Iraqi, U.S. Forces Capture Terrorists, Suspected Insurgents

WASHINGTON, Aug. 26, 2005 U.S. soldiers from Task Force Liberty and Iraqi army soldiers captured six terrorists during a joint raid in Barwannah, Iraq, military officials said today.
The troops also discovered two weapons caches, containing one 82 mm mortar system, 14 rocket-propelled grenades, three remote-control detonators, and two assault rifles.
Task Force Liberty and Iraqi army soldiers killed a suspected terrorist was killed and wounded and captured another when the individuals fired on the combined force. In another incident, Task Force Liberty soldiers captured two key terrorists in a pair of overnight raids Aug. 25 and today. The terrorists are suspected of financing and enabling terrorist acts in north-central Iraq, according to Multinational Force Iraq news releases.
Soldiers detained the first suspect after receiving information that he was attending a meeting in Dwar, which is located between Tikrit and Bayji. The second terrorist was captured along with two other suspects in Hawija, a rural area of northern Iraq.
Iraqi security forces and coalition forces from Task Force Freedom Aug. 25 and today detained 16 individuals suspected of terrorist activity in western Mosul.
Soldiers from 1st Battalion, 24th Infantry Regiment captured two of the terrorists. Soldiers from 1st Battalion, 5th Infantry Regiment detained four individuals suspected of terrorist activity and discovered weapons, ammunition, and explosives during separate operations in eastern Mosul. The suspects are in custody, and no injuries were reported among coalition or Iraqi security forces.
In another raid, U.S. soldiers from 2nd Squadron, 14th Cavalry Regiment, detained nine individuals suspected of terrorist activity at a checkpoint in Rawah.
Soldiers from 2nd Squadron, 3rd Armored Cavalry Regiment, captured one individual suspected of terrorist activity during a raid east of Tal Afar, a key staging point for foreign fighters infiltrating Iraq via minor roads from the Syran border to the west.
Responding to reports of a drive-by shooting at the market in Haswah, Iraqi police captured the shooters Aug. 25. Police were told that a white Opel car carrying four passengers fired on civilians in the market causing a small fire, which was extinguished by the fire department while police chased the suspect vehicle. The police apprehended three suspects, but the driver fled the scene.
In news from Baghdad, officials said on Aug. 25 that Iraqi security forces continue to respond capably to reports of improvised explosive devices and unexploded ordnance.
Soldiers with the 4th Iraqi Army Division concluded Operation Lightning Strike, which consisted of a series of cordon and search missions in Abayach, about 50 miles north of Baghdad.
Soldiers discovered the command end of a command-wired improvised explosive device and traced it back to the explosive device. The IED was a 130 mm round rigged for detonation. An explosive ordnance disposal team destroyed the IED in place. Soldiers detained one male suspect at the scene.
Elsewhere, Iraqi police discovered and cleared a small cache of munitions in Tuz, 110 miles north of Baghdad. Police found three 122 mm Russian rounds, one 120 mm Russian mortar, nine 82 mm Russian mortars, one 82 mm Chinese mortar, and one rocket-propelled grenade.
The munitions were transported to the Joint Command Center, where an explosive ordnance disposal team secured them for later destruction.
In Mosul, Iraqi Police killed a suspected terrorist in an exchange of small-arms fire.
In other news, a fire caused by mechanical failure broke out at an oil pipeline in southern Baghdad around 8:30 p.m. Aug. 25. The pipeline valve was shut off, minimizing the amount of time the fire burned. Iraqi and U.S. soldiers secured the area around the pipeline.
Earlier this week, Iraqi army and coalition forces, working together and independently, took 19 suspected terrorists into custody while conducting a series of combat operations in and around Baghdad on Aug. 21. Tips received from Iraqi citizens led to the detention of 12 of the 19 terror suspects.
Thirteen of the suspects were captured during five pre-dawn raids carried out in western, central and southern Baghdad. Iraqi army and U.S. Task Force Baghdad soldiers also netted a computer, two AK-47 assault rifles, and improvised-explosive-device fuses during the raids.
A combined force of Iraqi army and Task Force Baghdad soldiers carried out the largest operation of the day at noon. Acting on information provided by another Iraqi citizen, soldiers searched an insurgent safe house in southern Baghdad and captured six suspects thought to be involved in terrorist activities.
At about the same time, Task Force Baghdad soldiers manning a traffic control point stopped a vehicle at a busy intersection in eastern Baghdad. When the soldiers searched the car, they found a shotgun and four pistols hidden inside. The patrol detained the suspect and brought him into custody for questioning.
In other combat operations Aug. 21, a Task Force Baghdad unit patrolling in northwest Baghdad struck an improvised explosive device. No one was injured in the attack, and when the soldiers searched a nearby house they found an AK-47 assault rifle and a machine gun with 10 ammunition magazines.
The unit also found binoculars, a periscope and 40 to 50 circuit boards, which could have been used to detonate bombs. The patrol took the owner of the house into custody for questioning.

National Security Adviser Norberto Gonzales (search) said the money could be going to Jemaah Islamiyah, an Indonesia-based terror group linked to Al Qaeda (search) that is accused of training terrorists in the Philippines.
Speaking on Vice President Noli de Castro's radio program, Gonzales said Indonesian authorities warned that 10 Jemaah Islamiyah members slipped into the Philippines for a suicide mission, with two believed to be in the capital, Manila (search).
"We have not yet captured the suicide bombers, and money continues to flow in that we cannot stop," he said. "I cannot say how we are able to find out, but I can say that money is coming in and (bombing) materials are being purchased."
He declined to give details but indicated couriers take advantage of the busy traffic between the Philippines and the Middle East, where hundreds of thousands of Filipinos work.
He told the Associated Press that both visitors from the Middle East and returning Filipinos serve as money couriers. "What we are looking at is the regularity of it, which means there is continuing operations now," he said."

AFP, WASHINGTON, Aug 26 - A prominent Iranian dissident on Friday claimed Tehran had mastered the design of nuclear capable cruise missiles secretly sold to the Islamic Republic by Ukraine and was on the verge of producing copies.
Alireza Jafarzadeh said the 12 weapons were now in the hands of the Islamic Revolutionary Guards, and also fired off new claims about the corps' past links with disgraced Pakistani nuclear scientist AQ Khan.
His charges, made at a press conference in Washington, coincided with a spike in tensions in the showdown between Europe, the United States and Tehran over the Islamic Republic's alleged quest for nuclear weapons.
Jafarzadeh neither identified his sources, on the grounds that to do so could expose them to reprisals by the Iranian government, nor provided documentary evidence. The allegations could also not be independently confirmed.
Two of the Ukranian Kh-55 missiles were used by Iranian scientists in reverse engineering process that had allowed them to copy the design, Jafarzadeh said.
Iranian Defense Minister Ali Shamkhani told the country's Supreme National Security Council that "Iran has been successful in acquiring the technology for Kh-55 cruise missiles and Tehran is in the last stages of producing the missile," Jafarzadeh said.
Jafarzadeh did not provide dates for the meeting, but said the copied missile's 3,000 kilometres (1,800 miles) range would threaten European countries.
Ukranian President Viktor Yushchenko has admitted that missiles were shipped by the previous government in Kiev illegally to China and Iran. Jafarzadeh also issued a new claim over alleged Pakistani complicity in Iran's nuclear program, identifying a senior member of the Revolutionary Guard whom he said met Khan as far back as 1986 and 1987.
Meetings between Khan and a Brigadier General identified as Mohammad Eslami, chief of the guard's research centre, disproved claims by Iran that Khan's reported links to its nuclear program were in a purely civilian context, he said.
"I ask the International Atomic Energy Agency to interview him (Eslami) as soon as possible," said Jafarzadeh.
Iran has defied the international community by resuming work on making reactor fuel that could also be used to make nuclear weapons but insists that it wants to continue talks on guaranteeing its atomic program is peaceful.
Jafarzadeh is president of Strategic Policy Consulting Inc. a US research firm, an analyst for the Fox News network. He was born in Iran before moving to the United States before the revolutioin in 1979.
He was formerly a spokesman for the National Council of Resistance of Iran, the political wing of the Mujahedeen-e Khalq (MEK), which is designated as a terrorist organisation by the US government and Europe. The NCRI vehemently contests the label, which it says was imposed by governments seeking to curry favor with Tehran.
Jafarzadeh he says previous revelations like the regarded alleged uranium enriching plants at Natanz and a heavy water facility at Arak prove his information and intentions are legitimate.
