The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

There were also a bunch of mechanics arrested by ICE, for being in the country illegally, plus they had fake mechanic certificates.

These arrests were in the east and south.

No trips for me......I like being home.

"Sudden Respond 05" was led by Virginia's Fort Monroe-based Joint Task Force-Civil Support and was designed to simulate a nuclear terrorist attack that the highest U.S. officials, including President Bush, have said is the No. 1 threat facing the nation.

The drill, one of many like it scheduled around the country, was not designed to stop a nuclear terrorist attack but to deal with its devastating aftermath. The exercises took place from Aug. 15 through Aug. 19. Drills in other parts of the country will focus on 15 other scenarios involving the detonation of terrorist weapons of mass destruction.

In this case, the device was a 10-kiloton bomb, said Tom Sobieski, deputy for training and exercises at the task force."

ISLAMIC terrorists based in Britain and controlled by Osama bin Laden planned a devastating attack in February on the European Parliament building in Strasbourg.

Osama bin Laden: may have as many as 5,000 supporters among young Muslims in Britain

A six-strong terror cell funded by the Saudi fugitive planned to kill all 625 Euro-MPs, and scores of officials, by releasing sarin gas into the parliament building.

The attack was scheduled to take place during the session of parliament from February 11 to 14 this year (2001) and was to be the first in a series of assaults against prominent buildings across Europe. Algerian terrorists based in London and funded directly by bin Laden worked with counterparts in Milan and Frankfurt.

The plot was foiled after German police smashed the Frankfurt operation in a series of raids. The British-based six men were arrested and charged with offences under the Prevention of Terrorism Act.

Soldier Dies in Roadside Bomb Explosion; Terrorists Killed in Firefight

WASHINGTON, Aug. 20, 2005 – A 42nd Military Police Brigade soldier died today after his vehicle struck a roadside bomb in Baghdad, Iraq, military officials reported.
The soldier was taken to the 86th Combat Support Hospital, where he died, officials said. The soldier's name is being withheld pending notification of next of kin.

In other news from Iraq, Iraqi soldiers and coalition Special Forces advisers killed three terrorists in a combined raid on a kidnapping cell southeast of Fallujah on Aug. 19. Soldiers with 1st Battalion, 2nd Brigade, 1st Iraqi Intervention Force, and U.S. Special Forces assaulted the target house and were quickly engaged by three enemy combatants with small-arms fire. The Iraqi and U.S. soldiers returned fire, killing all three terrorists. Soldiers found numerous weapons and bomb-making materials in the house, officials said.

Iraqi Department of Border Enforcement officers and coalition forces interdicted a small group of smugglers and a large mule train crossing the Syrian border northwest of Tall Afar on Aug. 19.

Border patrol officers and elements of the 1st Squadron, 3rd Armored Cavalry Regiment, Found about a half dozen men leading more than 200 mules carrying fuel pods into Iraq. The smugglers were able to escape back into Syria with some of the mules. Coalition forces captured 145 of the mules and their fuel loads. No injuries or damage were reported.

Also on Aug. 19, Iraqi army and coalition forces found a bomb on a roadway in Fallujah.

Soldiers with 1st Battalion, 2nd Brigade, 1st Iraqi Intervention Force, and U.S. Marines secured the area and called in an explosive ordnance disposal team. The EOD team deployed a robot to get a better look at the explosive threat. While the robot was investigating the object, the bomb detonated and destroyed the robot.

The IED consisted of a 122 mm artillery shell with an unknown type of receiver. Soldiers searched the area for a triggerman, with no success. No injuries were reported.

What I am wondering is that a few days ago, they said a few hundred people were infected, and two days later they are admitting to some 1800. Makes you wonder how many people are infected REALLY.

No, I'm afraid I don't have a clue as to what city it is in the image. I don't know the city skylines all that well.
I don't think it's NYC, though.

The following posting was written for WEA RLC by Anneta Vyssotskaia. Anneta monitors religious liberty in Russia and has written both News & Analysis and Religious Liberty Prayer bulletins for WEA. In today's posting Anneta reports further on a rising culture of intolerance, which demonstrates itself in rights violations and violent attacks against Protestants and their church property. She also reports on the positive response of Protestant pastors and leaders. A most disturbing element of Anneta's report is the news that one Archbishop of the Russian Orthodox Church is requiring that priests spy and report on the activities of Protestant fellowships, and on those who support or show favour to them. As she notes, this should cause alarm, as it is reminiscent of Soviet times when such spying and reporting led to accusation of sedition or treason, followed by intense persecution.

WATCHING TRENDS IN RUSSIA

INTOLERANCE ESCALATING

Monitoring conducted by the Slavic Law Centre has determined that in Russia the first 4 months of 2005 yielded more cases of religious discrimination and violation of the believers' rights than 2003 and 2004 combined. Rights violations against Christian believers were registered in such big cities as Moscow, Yekaterinburg, Chelyabinsk, Tymen, Tula, Izhevsk; and the smaller cities of Podolsk, Chekhov, Balashikha; and in Krasnodarskii Region, Khanty-Mansiiskii Okrug and Voronezhskaya Oblast.

Reported cases include attempts to seize church buildings or destroy them through arson or explosions. Protestant Christians have suffered physical attacks, verbal insults and beatings, from the police and from groups of fanatics. Also it has been reported that a number of churches, some which have more than 1,000 members, are having huge problems getting permission to construct church buildings.

PROTESTANT COURAGE GROWING

As a result, a new trend is emerging, where Protestant churches are becoming more active in raising their voice to remind the authorities and the society about their constitutional rights. Protestant churches are also urging Russians to resist the constant stream of lies about Protestants emanating from mass-media, from representatives of authorities, and from the Russian Orthodox Church.

In May-July two joint protest meetings of Protestant Christians from different denominations took place – one in Moscow and one in Voronezh. Pastors and church representatives from other cities also participated in these forums. A Moscow church, Emmanual, organized regular pickets to protest against the systematic discrimination and violation of the constitutional rights of Protestant Christians.

A number of distinguished Protestant leaders openly expressed their opinion about the discrimination of Protestants in Russia. Among them were, Yuri Sipko, the Chairman of the Russian Baptist Union; Sergei Ryakhovsky, the head of the Russian Union of Christians of Evangelical Faith (Pentecostals); and the President of Western-Russian Union of Church of Seventh Day Adventists.

CONFRONTATION AND REPORTING

Meanwhile, the leadership of the Russian Orthodox Church of Moscow Patriarchate (ROC MP)continues the policy of confronting the activities of the "sects", to which number they include almost all Protestant churches. This confrontation takes different forms, from distributing printed materials warning the local population about the danger of the "sects", to organizing protest pickets against Christian festivals and other Protestant activities.

It must be noted there have been some good changes in the ROC MP, such as how some churches have started to pay more attention to the problems of society and to the spiritual education of their own church members. Not all sincere Orthodox believers support the position of their church leadership regarding the "sects". Some Russian Orthodox believers find such behaviour from their priests very disappointing, and are indignant.

Evidence of the seriousness of ROC MP resistance can be seen in a most striking and absurd document that was recently published on a well-trusted Christian news web-site, Portal-credo.ru. The document, which was signed by Archibishop German, was meant for "inner circulation" within Kursk-Rylskaya eparchy (ROC MP). It obliges all priests to provide a report on the activities of "totalitarian sects" in their locality once every three months (4 times a year).

Among the items the priest must report on are: name of organization ("sect"); confessional belonging; approximate membership; leaders; places of worship; approximate age percentage and growth of membership; missionary methods used by the church (house visiting, street evangelism, camps, concerts, festivals, free meals, free literature, etc); degree of activeness or aggressiveness; if there was an open confrontation to ROC MP; planned events; and your experience of confrontation to this organization (if you have such).

The most shocking element of this reporting is the order for the priests to provide information on key people in society who show favour to "sectarians": heads of city administration, directors of enterprises (like factories, etc), businessmen, mass-media people,deputy members, workers from hospitals and educational institutions.

Those at the protest forums commented that this reporting is very much like in Stalin's time when people were encouraged to spy on their neighbours and colleagues. One of the participants of the forum who introduced himself as Father Superior of an Orthodox monastery expressed his opinion that there is nothing wrong with such an order because it helps to collect the necessary information for the important part of church work - ideological confrontation of the sects. He thinks that the main task of all sectarians is to divide Russia along religious lines and for this reason there is nothing wrong with collecting such information about them.

Russia (former USSR) was once a country where millions of people perished after being labeled "enemy of the State" on the grounds of such secret "collecting of information". As such, the behaviour of the Russian Orthodox Church leadership cannot but give rise to serious concern.

The secular authorities who support the ROC MP also try to resist the activities of the "sects", even though they are, in most cases, registered organizations operating within the law. In one case, the Chairman of the Commission on Human Rights in Chelyabinsk Ekaterina Gorina, attempted to impede the Easter Festival in that city. Furthermore, as a result of a TV program organized on her initiative, a local Baptist church was set on fire on the night before Russian Easter.

The cases of such violation of the rights of Protestant Christians are numerous.

The long-standing practice in this old mill town, about 35 miles north of Columbia, was struck down last year in response to a lawsuit filed by a follower of Wicca, a pagan religion characterized by witchcraft and attention to earthly seasons. A federal judge — and then a federal appeals court — found the Town Council's prayers invoking Christ's name unconstitutional on grounds that they advanced one religion over others.

"I don't like it one bit," Councilman J.C. Broom, a retired furniture salesman who usually gives the invocations, said last week of the court rulings. "I feel like I have a right to pray the way I want to. When I have to pray the way someone tells me how I have to do it, I don't feel as close to the Lord. It becomes a chore. The other way, it was a privilege."

Across Georgia, county commissions and city councils, as well as the state Legislature, routinely begin their public business with prayers invoking Christ's name. Two weeks ago, the Georgia ACLU filed a federal lawsuit similar to the one against Great Falls that seeks to halt Christian prayers before Cobb County Commission meetings. The suit's outcome may set a legal precedent that Georgia governments must follow."

Scots Muslim leader backs No10 attack

A MUSLIM leader based in Scotland has claimed that a terrorist attack on members of the government would be justified.

Dr Yaqub Zaki, 60, the deputy leader of the Muslim Parliament of Great Britain (MPGB), said that he would be “happy” if bombers were to target Downing Street.


Zaki, a white Muslim convert, also voiced doubts that Islamic extremists were behind the suicide attacks in London and pledged to defy proposed legislation that would make it an offence to condone or glorify terrorism.

Tony Blair has promised to tighten existing laws to crack down on those who preach religious hatred such as Omar Bakri Mohammed, the radical Muslim cleric.

The MPGB promotes itself as the moderate voice of Britain’s Islamic community.
