The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Perhaps the most interesting aspect of China's statement is the phrase "terrorism, separatism and extremism." That phrase is one of the key rhetorical foundations of military cooperation within the Shanghai Cooperation Organization (SCO).

The SCO is perhaps the most dangerous organization most Americans have never heard of. It is headquartered in Beijing and consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. India, Iran, Pakistan and Mongolia currently enjoy observer status in preparation for full membership.

On July 5 at the annual meeting of the leaders of the member states, there was a joint statement issued that included the demand for a timeline for the withdrawal of U.S. forces from SCO member nations.

That same day the United States responded by saying "our presence [in the SCO member states] . . . is determined by the terms of our bilateral agreements" -- in effect, ignoring the significance of the SCO and the joint statement signed by Mr. Karimov himself. Within 24 hours, the Uzbekistan foreign ministry reiterated that it was seriously reconsidering the presence of United States forces on Uzbek soil.

There is, of course, another part to this story. Two weeks after the riots in Uzbekistan at the end of May, Mr. Karimov visited Beijing. He left China with a series of agreements for contracts worth over $1.5 billion. Two weeks after the July statement from the Uzbekistan Foreign Ministry, the Chinese energy company Sinopec announced an additional $106 million investment in Uzbekistan. Ten days later, Uzbekistan announced the eviction of U.S. forces, which have been supporting counter-terrorism operations in Afghanistan. They will leave behind a completely modern base, upgraded at the cost to American taxpayers of millions of dollars, which can be used by either Russia or China.

September 17, 2001 (D): Federal agents looking for Nabil al-Marabh at an old address fail to find him (see September 19, 2001-September 3, 2002), but they accidentally discover three other potential terrorists.

They arrest Karim Koubriti, Ahmed Hannan, and Farouk Ali-Haimoud. They worked as dishwashers at the Detroit airport. Investigators believe they were casing the airport for possible security breaches. [Boston Globe, 11/15/02] In the apartment, the FBI discovers a day planner that includes notes about the "American base in Turkey," the "American Foreign Minister" and "Alia Airport" in Jordan. [Washington Post, 9/20/01]

They believe the three were planning to assassinate ex-Defense Secretary William Cohen during a visit to Turkey. [AP, 11/17/01] A stash of false documents is also found, and all three have false passports, Social Security cards and immigration papers. [Boston Herald, 9/20/01, Boston Globe, 11/15/02] Fake documents linking al-Marabh and another terrorist named Yousef Hmimssa are also found [ABC 7, 1/31/02], as is videotaped surveillance of major tourist spots like Disneyland and the MGM Grand Hotel in Las Vegas. Abel-Ilah Elmardoudi, the apparent ringleader of this group, is arrested in North Carolina in November 2002. All are to be tried on terrorist charges in 2003. [Boston Globe, 11/15/02]

Off topic a bit, but I HAVE to chime in with a remedy:

The two worst foods I can possibly have before bed are garlic and cucumbers:

Garlic dries out my throat and sinuses plus gives me the obvious strong mouth odor;

Cumcumber yields a horrendous 'after taste' which lingers for hours and which keeps revisiting.

However I love both dearly.

A remedy for your consideration: A product over the counter I found via the Italian families, called 'brioschi' (spelling is probably suspect here}. At any rate, it would be with the antancids in the pharmacy or grocery, next to Tums. Comes in granules which one pours into a glass of water similar to alka selzer. However, a pleasant,sweet taste, and has always worked wonders for me.

Saudi Prince Bandar Resigns as Ambassador to U.S.

Saudi Arabia's bon vivant ambassador to the United States announced Wednesday he was stepping down.

Dean of the diplomatic corps in Washington, the 56-year-old Prince Bandar bin Sultan showed time and time again that he was more than an ordinary ambassador.

Bandar himself became a focus when his wife, Princess Haifa al-Faisal, was criticized for providing money indirectly to a Saudi man wanted for questioning by U.S. officials about links to two Sept. 11 hijackers, according to a congressional report.

Suspicious package forces evacuation

FALLBROOK ---- A suspicious package found Monday at the Fallbrook Naval Weapon Station forced a two-hour shutdown of the Ammunition Road gate and the evacuation of an apartment complex, authorities said.

Someone came to work at the base's post office and found a package for the commanding officer that caused concern, said sheriff's Sgt. John Minardi. A military spokesman could not be reached for information about the package.
