The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

In a recent article on international jihadi
terrorism as personified by the Al Qaeda, I
had written: 'The world is back to 9/10" as
a result of the international community's
failure to act firmly against Pakistan's
continued sponsorship of jihadi terrorism
from its territory and against Pakistan's
non-implementation of the UN Security
Council Resolution No.1373 relating to
action against terrorism.

Sri Lanka is back to 9/10 too. The
cold-blooded assassination of Laxman
Kadirgamar, the Tamil-speaking Foreign
Minister of Sri Lanka, by as yet unidentified
elements suspected to be from the
Liberation Tigers of Tamil Eelam (LTTE) at
Colombo on August 12, 2005, is yet
another proof, if further proof is still
needed, as to what happens when the
international community mollycoddles
terrorist organisations, whether of the
jihadi or non-jihadi variety.

It was the international community's
post-9/11 determination as demonstrated
by the unanimous passage of the UN
Security Council Resolution No.1373, which
partly contributed to a change of tactics, if
not mindset, on the part of the LTTE and
thereby made it seek a cease-fire and
agree to peace talks with the Sri Lankan
Government.

Even while ostensibly observing the
cease-fire after boycotting the peace talks
since April,2003, the LTTE gave many
indications that it had not abandoned the
use of terrorism for achieving its political
objectives. It continued to recruit young
persons--many of them children--for
training purposes, clandestinely smuggle
arms and ammunition and even microlite
aircraft from abroad and strengthen its
capability for acts of maritime terrorism
with funds flowing from the Sri Lankan
Tamil diaspora in the West without any
action being taken by the Western
Governments to stop the flow and freeze
suspected LTTE bank accounts under the
UN Resolution.

The revolt in March,2004, by a large
number of its members in the Eastern
Province headed by "Col". Karuna against
the discriminatory policies of the leadership
from the Northern Province against the
Tamils of the Eastern Province, who were
looked down upon by the Northern
leadership as socially and culturally
inferior, caused a set-back to the LTTE's
political and operational standing in the
Eastern Province.

One would have expected the revolt of the
Eastern Tamils to have had a sobering
effect on the Northern leadership. It did
not. On the contrary, the Northern
leadership of the organisation let loose a
campaign of deniable assassinations and
other terrorist strikes not only against
those, who had joined the Eastern revolt,
but also against Governmental and
non-governmental personalities, who were
suspected by the Northern leadership of
acting in complicity with the revolting
Eastern elements .

The revolt of the Eastern elements and the
Tsunami disaster of December 26,2004,
did damage the conventional fighting
capability of the LTTE, but it did not affect
its capability for terrorist strikes not only in
the Tamil-speaking Northern and Eastern
Provinces, but also in Colombo. It
continued eliminating its suspected
opponents one after the other, without
coming under any pressure from the
international community.

The international community not only failed
to act against the LTTE for its continued
acts of terrorism while ostensibly
continuing to adhere to the cease-fire
agreement, it gave even impressions of
pampering a brutal terrorist organisation.
Unwarranted gestures such as Chris Patten,
then in charge of foreign affairs in the
European Union set-up, calling on
Prabhakaran in April,2004, the interactions
of senior diplomats and other leaders of
Western and Japanese Governments with
the LTTE leaders and the reluctance of the
Norwegian monitoring mission to take
cognisance of the transgressions of the law
and the cease-fire agreement by the LTTE
only encouraged the latter in its
resumption of the use of terrorism to
achieve its objective.

The unwise action of the international
community in treating the elected Sri
Lankan Government and a notorious
terrorist organisation on par in the matter
of the disbursement and utilisation of the
international reconstruction assistance for
the Tamils affected by the tsunami
conveyed to the LTTE a wrong message
that the international community had no
stomach to act against it.

The inevitable result: The brutal
assassination of Kadirgamar on August 12.
Unless the international community now
sits up and makes the LTTE pay a heavy
price for its continued use of terrorism,
more blood is likely to flow in Sri Lanka.
Such action has to come in the way of the
arrest and deportation of all LTTE leaders
and sympathisers operating from
sanctuaries in the Western countries,
freezing the suspected bank accounts of
the LTTE and its supporters, and action to
ground and seize the commercial ships of
the LTTE and against the clandestine arms
procurement infrastructure of the LTTE in
South-East Asia and East Europe.

Santa Monica Police Chief James T. Butts Jr. met with reporters this week and declared a potential homeland security threat.

Police received a call last month from a citizen who had taken photos of "Middle Eastern individuals" as they shot video of the Santa Monica Pier and surrounding area in a manner that authorities said was "inconsistent with tourist documentary." ...

(Councilman Herb Katz) said the three photos Butts showed the council during the closed session meeting left him with concerns.

"There were three people taking pictures on a pier that's a tourist attraction," he said. "They were going under the pier and looking at pilings." ...

US warns of new attacks on London

AMERICAN intelligence chiefs have warned that Al-Qaeda terrorists are plotting to drive hijacked fuel tankers into petrol stations in an effort to cause mass casualties in London and US cities in the next few weeks.

The leaked warning, contained in a bulletin issued by the US Department for Homeland Security last week, says the attacks aim to create catastrophic damage at about the time of the fourth anniversary of the September 11 attacks on New York and Washington.

The warning came as it emerged that the British Department for Transport had for the first time issued guidelines ordering a tightening of security around the UK road tanker fleet.

The US warning has been circulated among law enforcement agencies and fuel transport agencies. Although a preamble states that “no other intelligence exists to corroborate this specific threat”, the intelligence report is highly specific.

It says: “Al-Qaeda leaders plan to employ various types of fuel trucks as vehicle-borne improvised explosive devices (VBIED) in an effort to cause mass casualties in the US (and London), prior to September 19. Attacks are planned specifically for New York, Chicago, and Los Angeles. It is unclear whether the attacks will occur simultaneously or be spread over a period of time. The stated goal is the collapse of the US economy.”

The document goes on to suggest that the proposed methods will involve suicide drivers: “Some of the vehicles used will be hijacked. The type of vehicle may be anything from gasoline tanker trucks to trucks hauling oxygen and gas cylinders. Water trucks filled with gasoline or other highly combustible material may also be used. The detonation of the vehicles will be carried out by driving them into gas stations or ramming explosive-laden vehicles into the trucks carrying the fuel.”

The intelligence report says that the terrorist cells thought to be planning the attack will “execute the plan upon receipt of an order”. It goes on to speculate that the videotape released last week by Ayman al-Zawahiri, Al-Qaeda’s deputy leader, may have been meant as “the activation signal to the cells”. In the video al-Zawahiri warned that attacks would continue in Britain until it pulled out of Iraq.

This method was first tried in the main fuel depot of Israel. An alert guard stopped the attack. I think Israel has been converted to a live training ground for terrorists.

Why is our government doing this to the Jews? Why do we not attack Hamas in its main concentration of Gaza Strip but instead are building them a safe political refuge?

It was interesting to hear in words what I had dug up a few months ago.

The muslim/russian connection is there to be found, I have.

Ran into more than I expected, while searching for info on
the russian theater attack of a couple years ago.

I have had contact with one lady who lost a daughter and her American finance, due to the gassing of the people by russia.

There was a thread here a few months ago, but I do not have the slightest idea how to find it.

When you dig iinto russsia and terrorists, something starts to smell.
