The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

Australian volcano blows its top

A volcano is erupting on Australia's most remote territory, McDonald
Island, in the sub-Antarctic.

The volcanic activity is changing the shape of the island and
ultimately changing the environmental make-up of its cold and
windswept surface.

Environment Minister Ian Campbell said satellite images had detected
the volcanic activity on the rarely visited island, 4,100km southwest
of Western Australia.

McDonald is better known for its surrounding waters which are home to
the Patagonian toothfish, heavily poached by ships transgressing
Australian waters.

Its steep shores, surrounded by treacherous seas, were last visited by
humans in 2002.

Senator Campbell said the McDonald Island volcano had been dormant for
75,000 years before erupting for the first time in 1992.

He said there had been several eruptions since - most recently in 2001
- and the island's size had doubled in that time from 1.13sq km to
2.45sq km.

"The McDonald Island volcano is also unusual because, unlike most
oceanic volcanoes, it sits on a shallow submarine plateau," Senator
Campbell said.

"(This) means its eruptions are not as wild and fiery as some, instead
producing a slow-moving mass of lava that seeps and spreads.

"Despite the slow-moving nature of the lava, eruptions over the past
13 years have caused startling changes to the island's geography,
obliterating some landmarks and creating new ones."

Senator Campbell said the island was previously inhabited by macaroni
penguins.

"Now, because you've created this pumice that comes out of the
volcano, you've created this very big beach area with pumice, which is
one of the desirable habitats for rookeries for the king penguin.

"King penguins, which hadn't been seen on this island for ever, I
think, or a long time, have actually started colonising the island.

"You're getting this increase in biodiversity occurring.

The island is within the Heard Island and McDonald Islands (HIMI)
Marine Reserve, one of the world's biggest marine reserves.

It is just 44km from Australia's only other active volcano on Heard
Island, where there has not been any activity for some time.

Both islands are World Heritage listed.

I fully agree. They'll quickly become "educated" when the destruction involves their homes, their families and their lives. By the same token, we'd best be prepared for an onslaught of those who failed to "give a damn" and expect us to shelter and feed them after the fact when we go Code Red.

In what may have been a media stunt, 1,000 masked and armed Hamas terrorists trained Friday morning to infiltrate and attack Jewish communities, according to an Associated Press report.

The AP added that it was not clear "whether this signaled an intent" that Hamas would fire during the expulsion planned to begin on Wednesday. Hamas and Islamic Jihad terrorists are trying to create the impression that their terrorism has forced Prime Minister Ariel Sharon to unilaterally dismantle Jewish communities, AP added.

"We will keep our weapons in hand until we liberate all our land. Gaza is the beginning. We will not lay down our weapons after the Zionists withdraw from Gaza because the road ahead is long," Hamas spokesman Abu Anas said.

"State and federal health officials to investigate CJD cases"

ARTICLE SNIPPET: "Four of the women lived in Twin Falls County and the fifth woman was from Minidoka County.

CJD is a rapidly progressing fatal neurodegenerative disease that is carried by prions, an abnormal form of protein in the bloodstream. Prions cause folding of normal protein in the brain, leading to brain damage. Symptoms include dementia and other neurological signs."


ARTICLE SNIPPET #2: "However, the unusually high number of cases has drawn attention from state health officials as well as the CDC. Normally, the disease infects just one person per 1 million people worldwide a year. The United States has reported fewer than 300 cases of CJD a year, according to the CDC.

State epidemiologist Christina Hahn said the CDC will be advising her when she comes to Twin Falls next week to investigate the cluster of CJD cases."

Defusing Pakistan's jihadi time bomb

The Pakistani and U.S. intelligence services created the Jihadis in the 1980s to fight a
covert war against the Soviet Union in Afghanistan. Seeing their success in evicting
the Soviets, the Pakistani military inducted them in its proxy war against India in the
disputed region of Kashmir during the 1990s. Lately, they have shifted their loyalties
to Osama bin Laden and are deadly serious in carrying out a global jihad on the West.

In the wake of the July bombings in London, Pakistani security forces detained
hundreds of suspected jihadis. This crackdown came after British officials revealed
that three of the four suspected bombers in London were Britons of Pakistani lineage
and at least two of them had visited Pakistan recently.

Pakistan's military president, General Pervez Musharraf, outlawed 10 extremist
groups and ordered the police to catch the "all the bigwigs." The president also
pledged to enforce a ban on anti-Western hate speeches being spread from mosques.

However, suspicion about the president's seriousness and commitment to rounding
up the jihadis is growing in the West and patience with his approach is running out.
After every major incident, the president gives a speech calling on his compatriots to
shun religious extremism. The national media subsequently shows scores of people
being rounded up, but eventually most of them are released.

Stronger action

Musharraf has said that his campaign to rein in the jihadis is much stronger now than
it was in 2002. He concedes that the earlier campaign was limited because he did not
have a free hand in dealing with the jihadis and that if he had taken decisive action
back then, "the boat would have capsized."

More than a few people now find Musharraf's anti-jihadi policy an illusion, a
revolving door policy in which suspects are arrested and released. He has decided to
place the blame entirely on "foreigners" (non-Pakistani Muslims) when most of the
problem is a domestic, homegrown problem in Pakistan. He used the "foreigner" line
earlier when he mounted a military campaign in areas near the Afghan border and is
using it now to expel "foreigners" from the seminaries.

Instead of blaming foreigners, Musharraf needs to consider the following four
options.

The first option is de-weaponization. This would involve banning all private militias
and asking them to turn in their weapons. The successful example of Northern Ireland
comes to mind.

The second option is regularization of forces, i.e., inducting the jihadi militias into the
regular armed forces. They could be used to create a much needed reserve force,
perhaps a National Guard, with a new command structure. Such a move would help
beef up the country's genuine security needs without provoking India, because these
new regular forces will not be able to mount proxy wars.

The third option is economic conversion. The jihadis would be enrolled in technical
schools and their energies diverted to pursuing civilian careers that would open to
road to acquiring ownership in civil society.

The fourth approach is ideological neutralization. This would involve teaching the
teachers in the seminaries to expunge the ideas of hate and fanaticism from their
curriculum. Enlightened scholars would be used to impart the message of living in
peace with fellow human beings and solving disputes through dialogue.

Combinations

These four options are not mutually exclusive. Combinations can be pursued to
improve the chances of success. Other options can also be determined through
brainstorming by experts from around the world. Think tanks in Pakistan should hold
conferences in all four provinces to generate fresh ideas and to spread the word that
jihad is not about killing people but reforming your inner self. Musharraf should not
only listen to these recommendations but act upon them, while he still has some
political space for maneuver.

Ahmad Faruqui directs research at the American Institute of International Studies and
has authored "Rethinking the National Security of Pakistan."

ARTICLE SNIPPET: "ROMA — A day after a member of the notorious Mara Salvatrucha gang was arrested in connection with the beating death of an immigrant smuggler north of here, Roel Ramirez said he feared for his family’s safety.

He also worries about leaving people alone at his cattle and wildlife ranch nine miles north of here, where people from all over the world come to view and photograph birds.

"It’s very, very scary," said Ramirez of the possible presence of the El Salvadoran gang, also known as MS-13. "I spend a lot of time at the ranch. (On Tuesday), my ranch hand said he intercepted 20 people. Even with a high fence around the perimeter of the ranch, they got in."

Ramirez said his ranch hand shouted to the group to leave, and they quickly scattered. That incident ended peacefully.

However, the Starr County Sheriff’s Department plans to file charges today in connection with another incident that left an immigrant smuggler dead early Wednesday.

Sheriff Rey Guerra said smugglers, or coyotes, were leading a group of 25 undocumented immigrants through Starr County when five members believed to be part of the MS-13 gang attacked one of the smugglers, apparently in retaliation for another Salvadoran immigrant who smugglers removed from the group.

At the mere mention of MS-13 from witnesses of the crime, authorities went into action."
