The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

It's hardly a unique fashion statement for a mass transit rider: a Yankees-style cap, and a "New York" sweat shirt.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

The street here is called 'Capitol Street' and is very historic. At what point does one become labeled as a 'nut case' for reporting all the photographers? Theoretically, I understand what you are saying, but how do I distinguish? And when does the FBI write off the calls as someone overly paranoid?

By the way, not to 'profile' as that is politically incorrect, but some have Mid East or Oriental characteristics; some do not. Some look 'furtive' and some do not.

The point being, do we overwhelm the FBI with all of our reporting, or can they handle all of the calls?

Yes, I wish all of us would spend a bit of time contemplating on the feelings of that day (or re-contemplating).

Part of the audio was about the human kindness which was able to shine through that day.

One in particular, was about a person who said to another, 'I brought my lunch to work today, but obviously, I will not be working today after all; would you like to have it instead?

I have witnessed, as probably you and countless others have, a return to general rudeness on the highways, failure to politely yield the right of way, yakking on the cell phone while driving, ignoring people in distress along the side of the road (break downs), etc.

We were a much kinder people to one another from Sept 11 to approximately Jan 1, then it seems to have all disappeared once again as if we never learned a lesson.

Well, tourist picture taking typically would include the tourists IN the picture ... not the roads, bridges, structures, guards, etc. Has this happened more than once .. has it been the same people? How close to them are you? How close could you innocently and nonchalantly get? Is this a big tourist area? .. crowds of people regularly?

I'm not sure if you said, but where are you? I guess you have to start thinking like a terrorist and divining what could be so special about this spot to them. Also, surrepticiously taking down license plate #'s .. and maybe secretly taking your own pictures of them, keeping track of any patterns, etc.

No, insofar as I can ascertain, it is not the SAME people, but by the same token, I cannot say unequivocably that there is not a pattern. I have even seen people set up a tripod for photographs who are not questioned or approached at all; And who appear to be without press credentials, or news credentials. I have even become part of the photos insofar as I know, as if I am someone who must be 'accounted for.' ( I am a smoker, and therefore must exit the building to have a cigarette whereupon I see this activity occurring).

I've noticed that increasingly small stop and shop gas and grocery stores are operated by those that would be under scrutiny, if profiling were allowed. These stores have virtually nothing on the shelves.

I would report this to local law enforcement. I don't know where you are? In the Knoxville,Tenn. Last year they busted 7 small stores and arrested over 25 people for money laundering. You just never know.

ISRAEL, THE WEST BANK AND GAZA

August 12, 2005

This Public Announcement is being issued to alert Americans to ongoing security concerns in Israel, the West Bank and Gaza related to the Israeli disengagement from settlements in Gaza and parts of the northern West Bank, which will begin on August 15, 2005. This Public Announcement supplements the Travel Warning for Israel, the West Bank and Gaza dated June 20, 2005, and expires on October 15, 2005.

During the Israeli disengagement, police and security authorities in Israel, the West Bank and Gaza will significantly increase their presence to help secure the affected areas. Persons opposed to disengagement may engage in protest actions that could spark violence. Towns bordering the affected areas could also become embroiled in protest activity. Holy sites in Jerusalem could become the scene of protests, as they have in the past. The disengagement is expected to last several weeks.

U.S. citizens are advised to avoid crowds, maintain a high level of vigilance, take appropriate steps to increase their security awareness, and exercise caution in public places or while using public transportation.

As noted in the June 20, 2005 Travel Warning, the Department of State urges US citizens to carefully weigh the necessity of travel to Israel, defer unnecessary travel to the West Bank, and avoid all travel to Gaza. U.S. citizens living or traveling in Israel, the West Bank or Gaza are encouraged to register with the U.S. Embassy in Tel Aviv or the U.S. Consulate General in Jerusalem through the State Department's travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Israel, the West Bank and Gaza. U.S. citizens without Internet access may register at the Consular Section of the U.S. Embassy in Tel Aviv and the Consulate General in Jerusalem and enroll in the warden system (emergency alert network) to obtain updated information on travel and security in Israel, the West Bank, and Gaza.

WEST PALM BEACH MAN CHARGED FOR ILLEGALLY TRANSPORTING HAZARDOUS MATERIALS

MIAMI—R. Alexander Acosta, United States Attorney for the Southern District of Florida, Jesus Torres, special agent-in-charge, U.S. Immigration and Customs Enforcement (ICE), Barbara Barnet, special agent in charge, U.S. Department of Transportation, Office of Inspector General, and Willie Gripper, Jr., Manager of Security & Hazardous Materials Division, Federal Aviation Administration, Atlanta Regional Office, announced that defendant, Harold J. DeGregory, Jr., of West Palm Beach, Florida, was arrested and appeared in federal Magistrate Court in Miami today after a federal grand jury sitting in Fort Lauderdale, Florida, returned an eight-count Indictment charging him with conspiracy to transport and smuggle in air commerce property containing hazardous material specifically the radioactive isotope Iridium-192, from the United States to the Bahamas.

The Indictment charges that from July 28, 2003 through November 2, 2004, DeGregory, as the President and registered agent of a company known as H&G Import Export of Fort Lauderdale (H&G), agreed with Bahamas Oil Refining Company (“BORCO”), located in Freeport, Grand Bahama Island, to transport Iridium-192 to and from the Bahamas. BORCO acquired the Iridium-192 for use in industrial radiography, from a company located in the United States, which would legally ship the hazardous material in interstate commerce to H&G. H&G was responsible for further transportation to BORCO. Depleted Iridium-192 was to be returned to the United States-based supplier for re-reprocessing when its useful life was spent.

According to the allegations of the Indictment and statements in Court, neither DeGregory nor his company, H&G, was licensed, trained, or certified to handle, load, transport, carry, or place in air commerce hazardous radioactive material. Although Iridium-192 has legitimate industrial uses, it also has the capacity to pose public health risks if not properly handled.

On Aug. 8, 2003 and Feb. 5, 2004, DeGregory flew to Freeport from Fort Lauderdale in a twin-engine Piper aircraft. On each occasion, he transported a container, commonly referred to as a “pig,” containing Iridium-192. On Oct. 28, 2004, DeGregory sub-contracted the air transportation of an additional pig containing Iridium-192 to Amelia Airways, a commercial air carrier, which transported the hazardous and radioactive material from Fort Lauderdale to Freeport. At no time did DeGregory submit the required Hazardous Material Manifests as required by law. Moreover, DeGregory submitted materially false documents to U.S. Customs and Border Protection reflecting that he was transporting cargo, but omitting any mention of the Iridium-192.

On Nov. 2, 2004, DeGregory flew from Freeport, Bahamas, to Fort Lauderdale Executive Airport with Iridium-192 aboard the aircraft. DeGregory provided a customs declaration form to Customs officials which failed to disclose the hazardous radioactive cargo secreted in a wing compartment of his aircraft. Upon inspection, Customs and Border Protection Inspectors discovered the pig containing the depleted Iridium-192.

In addition to the criminal charges, the Indictment also seeks forfeiture of the two twin-engined Piper aircraft DeGregory allegedly employed to carrying the undeclared hazardous materials into and out of the United States.

Mr. Acosta commended the investigative efforts of ICE and U.S. Customs and Border Protection, the Department of Transportation, Office of Inspector General, the Federal Aviation Administration, and the State of Florida Department of Health, Radiological Health Program. This case is being prosecuted by Assistant United States Attorneys Thomas Watts-Fitzgerald and Lynn D. Rosenthal.

ICE ARRESTS MEXICAN NATIONAL MURDER SUSPECT IN OXNARD
Fugitive is second accused Mexican murderer arrested by ICE in LA area this month


OXNARD, California - For the second time in a week, officers with U.S. Immigration and Customs Enforcement (ICE) have arrested a Mexican national in the Los Angeles area who is wanted for murder in his native country.

Gonzalo Vasquez Ortiz, 29, was taken into custody on immigration violations by officers from ICE's fugitive operations team at a residence in Oxnard early Thursday morning. ICE was assisted by members of the Los Angeles Regional Fugitive Task Force, including officers from the United States Marshals Service and the Los Angeles Police Department's Foreign Prosecution Liaison Unit.

Vasquez is being sought by Mexican authorities for the December 2003 slaying of Samuel Diaz Aguilar. According to witnesses, Vasquez gunned the victim down outside a nightclub in Oaxaca.

This morning, federal officers transported Vasquez to the border crossing at San Ysidro where he was turned over to representatives from the Mexican Attorney General's Office. At the time of his arrest, Vasquez, who was in the United States illegally, was carrying a fraudulent “green card” and social security card.

Vasquez's capture comes less than a week after ICE fugitive operations officers arrested a Mexican national in Palmdale who was wanted in the State of Jalisco for killing a man in a dispute over a herd of goats. Last month, ICE officers in Los Angeles arrested and repatriated a notorious Mexican bank robber, Alfredo Rios Galeana, who was known in his native country as “public enemy number one.”

“Our message to foreign fugitives is, 'you may try to run, but you cannot hide,”' said Gloria Kee, field office director for ICE detention and removal operations in Los Angeles. “We're going to do everything in our power to keep fleeing criminals from using our communities as a refuge.”

In the last ten months, ICE's fugitive operations teams in Los Angeles have arrested 14 Mexican nationals wanted on outstanding murder warrants by authorities south of the border.

Yep, it was a good link - and parts of it were just awesomely true (unfortunately):

SNIP: The actual targeting of someone sweating and wearing a winter coat in August who has dynamite dangling from his pants for inspection would be outrageous! You know terrorists have rights. It is their right to walk onto the subway and kill people. The ACLU says so.

Our President needs to have the power to stop this traitorous organization in it's tracks. The ACLU litigates to its heart's content (anti-religious except Muslim) in order to fund itself and destroy our nation's historical monuments, statues and articles. The A in its title more correctly should be Anti-American Civil Liberties Union....

I strongly recommend keeping at minimum one of those disposable cameras in your car. You may never use it, or you may have an auto wreck, in which case it can document what happened, OR you might see something suspicious and it would be close at hand and you can document that!
