Mexicans pose Social Security drain

Allowing Mexicans who pay into U.S. Social Security to collect benefits would place a long-term drain on the system since Mexican workers are less-educated and tend to have more dependents, according to a new congressional report. The report, released last week by the Congressional Research Service (CRS), looks at the effects of a "totalization" agreement with Mexico. Right now Mexican workers who are in the United States temporarily must pay into both the U.S. and Mexican systems but cannot get U.S. benefits. Totalization would allow them to pay into just one system, and collect benefits based on the time they paid into the U.S. system. The Bush administration signed an agreement with Mexico in June 2004, but has not yet submitted it for congressional approval. The United States has 21 totalization agreements already, but the CRS report says Mexico's situation is different. "Because Mexican workers may have lower lifetime earnings, they may receive a higher replacement rate, relative to the payroll taxes they pay, than workers with higher lifetime earnings, such as U.S. citizens and noncitizens from the totalization countries," the report says.

And Mexicans have shorter life expectancy than Americans, too.

I'm puzzled by this. What does the number of dependents have to do with Social Security. I never heard that benefits were based on number of dependents. (That would be good for me, actually :-). And Mexicans have shorter life expectancy than Americans, too. Because Social Security in not just a retirement program. It is life insurance that provides death benefits for a surviving spouse and death benefits for surviving children until age 19 (at least I believe it is 19). Think about it.

I never heard that benefits were based on number of dependents.I haven't read the entire article yet so maybe it was explained there, but if you die at an fairly young age, your surviving spouse would receive monthly benefit payments based on the number of minor children you have.
Anyway, did the article ever explain why they threw in that sentence about Mexicans having more dependents?

Whatever kind of agreement has been reached with the Mexican government doesn't mean a damned thing since they won't hold up their end anyway. I still think Vicente Fox has photos of George Bush having sex with farm animals because there's no other plausible explanation for his total and absolute surrender to this hostile invasion by people who openly admit that they are here for the purpose of conquest.

Totalization will only increase the flood of Mexicans coming into our country ( the goal of this proposal I am sure.
The long term goal of this administration is to have a border-less Western Hemisphere . They are doing their damnedest to kill Social Security and have wages drive so low we will all have the privilege of living like 3rd world Mexico
