SUPPRESSED BRAC CRITIQUES DISCLOSED

The FAS's Secrecy News has obtained documents that question the assumptions that the DOD used in making base realignment and closure (BRAC) recommendations for the DOD's RDT&E centers. Items posted include an undated overview from “a concerned citizen”; a June 18, 2004, paper written by an internal defense analyst criticizing “military value metrics”; and a May 10, 2005, paper that found significant flaws in DOD’s methodology for deciding base closures. Also posted are a July 21, 2005, letter from Sen. John Warner (R-VA) requesting a copy of all papers by the analyst on BRAC proposals and a July 25, 2005, response to this letter from acting Deputy Defense Secretary Gordon England.

I don't know the details of all this and the "metrics" used. But the 911 (refueling ?) air force wing installation in Pittsburgh was chosen for elimination because they said it could not be expanded. Camera crews were dispatched and there are literally hundreds to thousands of empty acres around the installation. Nobody can figure out the logic behind this.

That's because there is no real logic. Not only did each Service have its BRAC teams coming up with recommendations, but OSD had something like 7 additional groups supposedly looking at joint/cross-Service BRAC options. Each devised its own set of excess capacity measures and military value metrics, and each used its own process to turn the crank and see what fell out. There is no way the Frankenstein sewed together from all the piece parts would make sense.
