Hanoi police has ordered the arrest of Pham Van Chinh, 43, at his home Hai Ba Trung district, Hanoi, for his involvement in the case of theft of building materials in a ten-story office building.
Mr Pham Van Chinh is the chief of the construction team building the foundation of the office building at 39 Ngo Quyen, Hanoi.
He was charged with embezzlement of property under article 278 of the Penal Code. He admitted that he had stolen about five tons of steel and 40 tons of cement.
The police has also ordered to call up five other people including Hoang Tuan, a deputy of Pham Van Chinh, Vu Nhat Hoa, deputy project manager, Nguyen Van Hoa, an official with the management unit, Pham Van An, head of the consultant board and Nguyen Van Doan, a consultant official working directly at the site.
All of these people have admitted that they followed instructions to embezzle steel and lower cement grade in the building of the foundation.

These guys were doing to to the State what it had been doing to people for decades. I am impressed by how MUCH they pilfered.

I agree. I'll bet that someone forgot their payola. This is what happens when you forget to spred the bribe money around in a socialist society.
Someone didn't get their cut and "dropped a dime" on these guys.
Or else it came to light when the foundation wouldn't support the first floor of the planned 10 story building.
They are lucky they didn't discover the problem after the building was occupied.

Hanoi police and construction management officials inspected a construction site of a state owned building in Hanoi on August 2, 2005, unveiling a swindle to steal building materials.
When police raided the site together with construction management officials, the work on the foundation of the building was completed. A thorough inspection of pillars indicated that the contractor had used types of steel and cement of lower quality different from those specified in the design of the building for the construction of the foundation. Reinforcement steel of 25mm in diameter was used instead of 28mm steel as specified in the design, leading to a difference of 10 tonnes of steel. Similar modifications were made to the use of cement, replacing higher-grade cement with a lower-grade one.
Police said it was an intentional scam by the investment owners, the consultant and the contractors to steal building materials.
Vietnam Plastic Company, the owner of the project, will use the ten-story building located at number 39 Ngo Quyen street, as its training and research centre. Construction work began in May this year and will complete in 417 days.
The Vietnam Civil Construction Consulting Company designed the building and the Construction Assessment and Technology Consulting Company was named consultant to supervise the construction work."

I still say that they forgot to bribe someone or they p*ssed off a Cong An officer or some powerful person's relative.
Also, I posted this because this was published in the official Party paper. Usually, corruption is swept under the rug, but events like this are only acknowledged openly when someone forgot to include the "right folks" in their plans (some party member or State security officer was snubbed or overlooked).
Yeah - the State is such a benevolent organization.
When my previous company was looking at bidding on the proposed Saigon Hilton project, our engineers realized that the State was requiring ten times the needed power generation equipment, water processing equipment, and utility systems. The facility would have essentially been a generating station on its block.

The commies used to crow about South Vietnam (The Republic) having problems with corrution. The RVN's corruption problems pale in comparison with the commies; the the commies just sweep it under the rug. Corruption in the government has only increased after 1975.

Well, we do have freedom of the press here. However, the scandal did occur in NYC (heavy blue city where leftist shenanigans are often ignored), so I'll wager that someone didn't get their cut and squealed.

No new informstion in either Nhan Dan or the VNA website. Given the graft of Party members, it is anyone's guess.
