SACRAMENTO -- A year after Gov. Arnold Schwarzenegger promised the most radical overhaul of state government in decades, only a fraction of 1,200 suggested reforms in a sweeping plan have been launched and many have been abandoned, critics say.
Commissioned last year as part of Schwarzenegger's campaign vow to root out waste, the California Performance Review task force issued the 2,200-page plan Aug. 4, 2004. It proposed consolidating agencies, eliminating dozens of boards and commissions and shifting more power to the Governor's Office in a move they said would save $32 billion over five years.
"This has been an utter failure on the part of the administration," said Assembly Speaker Fabian Nuñez, D-Los Angeles. "There is one thing positive about it -- and that's that they shelved it away. The more dust it collects, the better off it is."
The administration insists that progress is being made on the report's recommendations, though much of it is occurring out of public view.

The only sure methed for shrinking government is revolution. That is why all growth no matter how benign must be resisted, there is no going back.
The real question is, who was duped into voting him into office believing that he, alone, could reform the state as he promised during his election campaign?
So they are "fizzling" because the Dems and RINOs won't pass the legislation needed? Sounds like Arnold has done all he can do at his end.
Who said that it was he alone that would reform the state? Anyone that believed that has no idea how governments operate.
The sad truth is that California (my home state which I abandoned long ago)is heading for the edge of the cliff. Arnold was its last chance to pull some order out of the fiscal insanity. If he fails, it's curtains.
Let's take a look at what 'he' said 'he' was going to do during his first 100 days in office and whether he's kept his promises:
Repeal tripling of vehicle license fee.Freeze spending and launch audit of state budget.Repeal SB 60, the immigrant driver's license bill.
Anyone who voted for him based upon the promises he made during his campaign was a dupe.
Let's be honest, HE can only do/accomplish, etc those promises that are passed by the legislature, no? So, the HE in all this is just symantics.

The legislature had nothing to do with his handling of items #1, #2 and #9. He did those all on his own via executive orders.
During the campaign, he said that these were the things he (his administration) was going to fix during his first 100 days in office, so this isn't just semantics or any other excuses offered for a poor performer. This is what he promised he was going to accomplish after he was elected.
I knew these were empty campaign promises, which is why I voted for McClintock.
I wasn't calling anyone names. I was describing their analytical prowess. In this case, the voters who elected Ahnold.
So, he's another lying politican. Vote him out next time around.
And, I agree McClintock was far & away the better choice.
