There are bound to be exceptions that will put our troops at risk. However, the only realistic means of turning over responsibility to the Iraqis is that they work with and are trained by Americans.
"Inside jobs" are a possibility. In Vietnam, there was the "Chieu Hoi" program which encouraged the VC to come over to our side. Most of these became Kit Carson Scouts with American infantry units. I knew several Kit Carsons that were outstanding. There were others who were not deemed trustworthy. Looking back the language barrier probably added to this perception. They were sent back to the rear for what was assumed to be further training.
Guerrilla wars have built-in dangers, but I have faith that our side - including the Iraqis - will overcome them.
