What if the picture is unclear or glare is in it? I just wonder because in Texas we cite the person not the vehicle and it must be proved that you ( the suspect ) was driving at the time.

Analogy, police chase car. Car stops. Person flees into mall with hundreds of persons. Police cannot ID driver. Some time later owner arrives to claim car. Said he was called to come get it. Can you legally cite the owner? I think not.

I wonder if this system would stand if it went to an appellate court.

Naaa Stuff like never happens.

Here is a situation;

I live near the intersection of Roosevelt Blvd and Grant Ave in Philadelphia, one of the 10 worst intersections in the country. They installed cameras at these lights some time ago.

Sometimes the lights get stuck on red or green. If you go through it you get a ticket. The camera doesn't know the light isn't working right. You could probably fight the ticket in court but that is time lost and money spent having to fight it.
Or should you just sit and wait for an officer to show and direct traffic.
Making a U-turn on Roosevelt Blvd is not recommended and there are grass barriers separating lanes.

I just wonder if they think of these things happen when they install these lights or just say that will never happen.
