Nope, it's mildew. Boats that have been out of the water get dry rot. Fat tugboats that are all wet get mildew.

Uh, no, er, well, only in fresh water. No, SALT water craft, like the SS Helen Thomas, get barnacles. Barnacles and even a mussel or two. But HT is no face, regardless of how it's hangin', for a respectable mussle to, uh, "hang out", so she's left with just the barnankles.
